A Civil Service career builds a valuable, guaranteed, inflation-linked pension, frequently the largest asset in the divorce after the home. Because it is a guaranteed income rather than a pot of money, its real worth is usually well above the transfer value quoted, and dividing on the headline figure is where things go wrong.
“Civil Service pension” is really a family of schemes. A long-serving member may hold benefits across:
You don’t need to master the names. The point for divorce is that one person’s Civil Service pension is usually several different promises on different terms and different retirement ages, which a single value obscures.
The scheme quotes a cash equivalent (CE / CETV). It is an unreliable figure to divide on for the usual public-sector reasons:
It is a standard, government-set figure, not a market value, and is periodically changed, so figures from different dates may not be comparable. Check the calculation date.
The “McCloud” correction can make it provisional. The correction affecting recent public-sector service applies to the Civil Service schemes, and the benefits are split into parts depending on when they were built up. For affected members the value can depend on a choice not yet finalised, so a current CE may be provisional, and more complex cases may need specialist input to value correctly.
For a Civil Service pension of any real size, an independent valuation by a Pension on Divorce Expert (PODE) is the fair approach, not a division of the transfer value alone.
A Pension Sharing Order gives your ex-spouse a pension within the Civil Service arrangements in their own right, a “pension credit member”, put into the scheme on their own account. It is payable on the scheme’s terms; understand what that means for when and how the receiving spouse can draw it before agreeing a percentage.
